It is not a criticism of Trump. The truth is those comments are nothing new and had been said by Chinese leaders time and again. Those comments refer to US policy (at national level) - evidenced by US hegemony stance, bully, etc (this latter sentiment is also evidenced in countless comments in Quora). This kind of comments are usually said in relation to China’s policy of aid with no strings attached (vs US aid with conditions like human rights, changes to govt, etc), building Community of Shared Destiny (vs US building allies, touting threats around, etc), win-win cooperation (vs US winner takes all approach), etc.

It is just a reiteration of China’s policy and usually won all around applause from listeners.

So I recommend you to read such newspaper reports bearing in mind the political stance of the newspaper. Usually western press carries the mainstream western prejudiced/outdated view of China (because those reports are written by editors with biased view of China). Or you check the speech contents (translated) or the China Daily and check the details of the speech and then make up your mind.

Dont rely on just one view - they could be biased, prejudiced, reflecting the political view of the editor, the education of the editor, the pressure on the editor (in terms of pressure on his job re whether pro-China articles or frank true to the truth articles on China would cause him to lose his job since the newspaper circulation may be affected)
