《海商法》第86条规定，“在卸货港无人提取货物或者收货人迟延、拒绝提取货物的，船长可以将货物卸在仓库或者其他适当场地，由此产生的费用和风险由收货人承担。”
因此，货物在目的港无人提取，应当由收货人承担责任。
如果没有收货人出现怎么办?
《海商法》在第87、88条规定了承运人对所承运的货物可以行使留置和拍卖的救济手段，并且进一步规定“拍卖所得价款，用于清偿保管、拍卖货物的费用和运费以及应当向承运人支付的其他有关费用;不足的金额，承运人有权向托运人追偿。”
